Foster care is a temporary protective measure taken by a competent authority, which consists of: “The placement of the child or adolescent in a foster care family that pledges to provide said child or adolescent with the necessary care and attention in place of the family of origin.” (Art. 59 of Law 1098 of 2006).
This system is in place to assist a population that finds itself in a threatening situation or risks a violation of rights, by referral to a Family Ombudsman, Commissioner of the Family, or Police Services with the aim of restoring and complying with rights by providing comprehensive protection under favourable conditions, in a foster care family environment that facilitates their personal, family, and social development, thereby enabling them to overcome their present vulnerable situation.

An assistance programme that provides children and adolescents as well as their families and/or support networks with the necessary support, specific to their situation, care and guidance to strengthen generativity and counter factors of vulnerability, with the aim of overcoming situations of neglect, threat, or rights violations.
Psychosocial Support for Violation of Rights
Relocation of families in difficulty that are facing rights violations and are affected by domestic violence, unemployment, substance abuse, neglect, etc.
Children and Adolescents over 11 years of age belonging to the vulnerable communities.
80 children and adolescents treated in cases of drug addiction, threat, abuse, homelessness, and neglect.
The following activities have been carried out in these two programmes:
Health and well being: disease prevention, promotion of sexual and reproductive health, prevention of drug abuse.
Developing potential and creating life plans: Pedagogical support and reinforcement activities, pre-employment training, skill development, and capacity building.
Strengthening personal and family relationships: Prevention, detection, and guidance in family situations.
Our biopsychosocial team is made up of psychology, social work, and sociology professionals.
The CEDESOCIAL Foundation has been supporting community development in Villa Selene for 15 years, a community made up of displaced persons, located in the southwest of Soledad (Atlántico).

The issue of sexual and reproductive rights becomes a pivotal tool with which to construct a democracy based on equality, because given the social, cultural, and economic contrasts and inequalities, sexuality in today’s society is expressed in various ways: The construction of new relationship models in which the man is not necessarily the primary earner and the woman is not restricted to occupying the primary domestic role. Also, increasing numbers of individuals – men, women, youth, members of the LGBTI community, of all ages and ethnicities – believing that freedom and equality in sexuality and reproduction must be assured for all members of society, without discrimination.
Within the existing framework of human rights, the CEDESOCIAL Foundation undertakes various activities and projects in order to advocate for sexual and reproductive rights. CEDESOCIAL strengthens both formal and informal educational processes in order to encourage inclusive social relationships, in specific contexts and complexities, but taking into consideration the subjectivities, intuitions, cultural expressions, responsibilities of daily life, singularities, emotions, and affectivity, while working towards freedom and autonomy.
“Sentipensantes (Sensing/thinking)” is the non-hegemonic masculinity team of the Cedesocial Foundation, that seeks to create spaces of thought and reflection in which to promote gender equality. It is a group that questions the patriarchal cultural model and its political, economic, ethical, and aesthetic limitations. Through reflections and actions this group seeks to rethink, deconstruct, and rebuild the ways of being a man.
